Regulation of Lobbying Act 2015

The Regulation of Lobbying legislation is designed to provide information to the public about who is lobbying whom about what.

Section 6 (4) of the Lobbying Act 2015 requires each public body to publish a list showing the name, grade and brief details of the role and responsibilities of each “designated public official” of that body.

The purpose of the list is two-fold.

  • To allow members of the public identify those persons who are Designated Public Officials.
  • As a resource for lobbyists filing a return to the Register who may need to source a Designated Public Official’s Details.

Designated Public Officials for Lobbying

The following are Wexford County Council’s “designated public officials” for the purpose of the Act: 

  • Eddie Taaffe, Chief Executive

  • Eamonn Hore, Director of Services, Transportation, Water Services & Health and Safety

  • Elizabeth Hore, Director of Services, Economic Development & Planning

  • Carolyne Godkin, Director of Services, Housing, Community, Libraries, Arts, Emergency Services, Environment & Climate Change.

  • Amanda Byrne, Acting Director of Services, Ukraine Response, Human Resources and Corporate Affairs

  • Shay Howell, Acting Director of Service, Capital Development

  • Lynda Lacey, Acting Director of Finance & ICT

Section (6)(1)(d) of the Act provides that Members of Wexford County Council are regarded as ‘Designated Public Officials ‘ for the purposes of the Act.

The Minister for Public Expenditure and Reform has prepared and published a code, known as the "Transparency Code", which sets out how certain relevant public bodies, such as ministerial advisory groups, may conduct their activities in a transparent way. By adhering to the Transparency Code, communications within these bodies would meet the exemption from the requirement to register and report on lobbying activities.

List of “Relevant Bodies” adhering to the Transparency Code:

  • Strategic Policy Committees

  • Wexford County Joint Policing Committee (currently being replaced by Local Community Safety Partnership)

  • Local Community Development Committee
